Tompkins County Legislature confirms new TCRMM Director

Tompkins County Recycling and Materials Management (TCRMM) is pleased to announce the confirmation of Leo Riley as its new Director. The Tompkins County Legislature unanimously approved the appointment of Mr. Riley during the Tuesday, September 5, 2023, meeting.

The appointment of Mr. Riley followed a candidate search led by the Tompkins County Department of Human Resources.

“He (Mr. Riley) brings 30 years of industry knowledge, financial experience, contract and staff management skills to lead the department and engage the community to achieve Tompkins County’s aggressive waste reduction goals,” said Tompkins County Administrator Lisa Holmes.

Since 2007, Mr. Riley has held numerous roles at TCRMM, most recently as Interim and Deputy Director. Prior to joining TCRMM, Riley worked as a district manager for a waste hauling and recycling facility in Binghamton.

“Leo’s career has been in waste and recycling management. He’s always looking to increase efficiencies, he’s overseen capital projects, and he always encourages and supports department staff,” said Legislator Anne Koreman.

Mr. Riley is the second person to serve as Director of TCRMM, a distinction he said is “very special to me.” Barbara Eckstrom retired from the position in May after 38 years of service.

In addressing the Legislature, Mr. Riley said he looks forward to continuing in the role and working with Tompkins County Administration and Legislators.

“Thank you everyone for all your confidence,” said Mr. Riley.
